Definitions of OER
According to the William and Flora Hewlett Foundation: "OER are teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use and re-purposing by others. Open educational resources include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools, materials, or techniques used to support access to knowledge."
UNESCO similarly defines OERs as"teaching, learning and research materials in any medium, digital or otherwise, that reside in the public domain or have been released under an open license that permits no-cost access, use, adaptation and redistribution by others with no or limited restrictions."

Saylor Courses
The Saylor Foundation has created a large number of fully open courses in a wide array of subject areas. The material is pretty traditional, but all materials are OERs. Some courses are tied to credentials as well.

Coursera
If you are interested in full courses, Coursera is a possibile resource. Some would not call their resources true OERs ebcause they are not reusable. You have to register and use from their site. But, there are some quality resoures there from major universityies.
